Abstract:
This research examines the importance of human resource development, and the extent of the
efficiency and effectiveness of its various programs in influencing the labor market, and its
increasing concord between the outputs of human resource development systems, and
programs and the actual needs of this labor, and then contributing to achieving full
employment and raising its rates. This research was based on the descriptive method The
research reached to results, the most important of them which increased interest in human
resource development programs, as well as their close association with the labor and
employment market. It also showed that the process of developing human resources takes
place through a number of technical programs and processes that go in two directions: one of
them is interested in developing human resources before employment in terms of preparing
and preparing, another direction that is concerned with developing these resources after
employment, with a view raising the efficiency of employee performance, increasing and
improving production
