dc.description.abstract Law or specifically the legal text is one of the most important tools for controlling the behavior and dealings of individuals among them, so there is no room for increase or decrease. It is, i.e. the law, even if it is a human text, except that every word in it must lead to an intentional meaning that cannot be interpreted, so selecting phrases in it is one of the most important tasks that the drafter of the law must take into account. In addition to the importance of the drafting element that requires the legal text to be clear and specific, and there is an equally important component, which is the substantive unit of law, meaning that all articles of the law are regular with each other. All of these are matters that need to be studied and special training is not necessarily available in every man of law, no matter how efficient and distinguished it is. These and other matters related to the text industry urge us to put forward and answer a number of inquiries governing the process of making legislation in Libya, the most important of which are the quality of methods and factors of quality of drafting and the second On what are the main principles governing the preparation of draft laws, the last of which is about making legislation in the transitional phase in Libya. en_US
