Abstract

Beyond the river country prospered under the Samanids who built up their state there. They took the cities of Bukhara and Samarkand as their two capitals. They worked to establish security and stability rules, revitalize economic life and encourage the scientific and cultural movements throughout it. They gave most of their attention to develop management and governing systems, so they have many bureaus. The HISBAH ( Municipal guard, Health and Environmental investigation ) Bureau received their support for its importance in controlling and preserving the law, preserving the sanctity of religion and Islamic legality and safe guarding the rights of people. For this, they entrusted the task of ALMOHTASB ( The person in charge of managing the HISBAH) to those who are well known for their competence knowledge , integrity and lack of favoritism from the private, scholars and jurists. So ALMOHTASB had his distinguished position ad great ability under the Samanids state.
