<summary type="text">The Impact of Incentives on the Performance Level of Nursing Staff in the Libyan Public Health Sector

Several studies have dealt with the issue of incentives and its impact on job satisfaction and the level of performance, and&#13;
urged in their recommendations the need to study incentives to raise the level of performance in institutions. Hence, this&#13;
study sought to identify the incentive system followed in the public health sector in Libya, and its impact on the&#13;
performance of the nursing staff. The Statistical Package for Social Sciences (SPSS) was used to analyse the data collected&#13;
through a questionnaire of 643 male and female nurses. The results showed that the level of financial and moral incentives&#13;
provided to nursing staff in the public health sector in Libya is insufficient and inappropriate and that it uses negative&#13;
incentives by applying disciplinary measures, more than using positive incentives. The results also showed that the sample&#13;
members are satisfied in general with the level of their work performance. And that there is an of incentives on the&#13;
performance level. Thus, the incentive system followed in the public health sector in Libya, to some extent, impacts the&#13;
level of performance.

This study aimed to study the extent of applying principles of governance in the Libyan&#13;
commercial banks operating in Benghazi, the population of this study consists of all&#13;
occupants of leading positions in the branches of public commercial banks operating in&#13;
Benghazi, and are represented in the branch managers and their assistants and heads of&#13;
departments in Al-Wahda bank, Al-Jumhoria bank, National Commercial bank and the&#13;
Sahara Bank. The questionnaire was used as an essential tool for data collection, and the&#13;
Statistical Package for Social Sciences (SPSS) was used to analyze the data. The results&#13;
showed that there is an application of governance principles in Libyan commercial banks.&#13;
This study also recommended that it is necessity to benefit from the application of Libyan&#13;
public commercial banks to the principles of governance in raising the performance of&#13;
these banks

This study aimed to study the effect of Electronic Management on Organizational&#13;
Development. The population of this study consist of all managers, their assistants and heads&#13;
of departments at all branches of Al Wahda Bank in Benghazi. The questionnaire was used as&#13;
an essential tool for data collection, and the Statistical Package for Social Sciences (SPSS)&#13;
was used to analyze the data. The results showed that there is a positive significant effect of&#13;
Electronic Management on Organizational Development, and the security, legislative and&#13;
human factors had stronger effect on the organizational development than other factors. The&#13;
study recommended several recommendations that are hoped to promote Organizational&#13;
Development and activate the implementation of Electronic Management in Al Wahda Bank&#13;
in Benghazi

<summary type="text">Job Ethics and its Impact on the Commitment to Social Responsibility An Empirical Study in Arabian Gulf Oil Company (AGOCO)

This paper aims to identify the impact of job ethics implementing its&#13;
principles (Lows respective, Justice and Impartiality, Integrity, Transparency,&#13;
Objectivity) on the commitment to social responsibility, in Arabian Gulf Oil&#13;
Company (AGOCO) from managers’ points of view. Adopting the quantitative&#13;
method and using the questionnaire on 112 managers, the findings revealed that&#13;
the level of job ethic and social responsibility was at a medium level. Also, a&#13;
significant relationship between three principals of job ethic (i.e., Lows&#13;
respective, Integrity, Transparency) and the social responsibility commitment was&#13;
identified. However, the analysis showed that there was no significant impact&#13;
between Justice and impartiality as well as Objectivity on the social responsibility.&#13;
Some recommendations are presented by this paper. AGOCO should be highly&#13;
concerned with concepts and practices of job ethics and social responsibility,&#13;
especially at the level of company’s leaders.

This study aimed to identify factors affecting the employees' job performance in Benghazi&#13;
municipality. Moreover, the study aimed to specify which of these factors are the most&#13;
affecting. The population of this study consists of all employees in Benghazi municipality.&#13;
The questionnaire was used as an essential tool for data collection, and the Statistical Package&#13;
for Social Sciences (SPSS) was used to analyze the data. The results showed that there is a&#13;
positive significant effect of factors affecting the employees' job performance on job&#13;
performance, and the empowerment, clarity of responsibility and organizational culture had&#13;
positive significant effect on job performance. The study concluded with some&#13;
recommendations that are expected to improve employees' job performance in Benghazi&#13;
municipality.

The purpose of this paper is to investigate total quality management&#13;
(TQM) implementation in the Libyan Public Health Sector (LPHS), in&#13;
order to assist Libyan public health sector to effectively implement their&#13;
TQM initiatives. Using existing measures in the literature, five factors&#13;
have been identified as being critical for successful TQM in the Libyan&#13;
public health sector, namely; top management support, education and&#13;
training, patients focus and satisfaction, supplier management,&#13;
continuous improvement culture. The data used in this study were&#13;
obtained using a survey questionnaire by (64) managers in the Libyan&#13;
Public Health Sector. The results revealed that the LPHS is at a low level&#13;
for TQM implementation and does not make sufficient efforts to improve&#13;
its quality. This paper contributes to the existing knowledge by&#13;
investigating the five critical success factors implementation of TQM in a&#13;
different context. Results from this paper will help any future efforts to&#13;
develop a framework for implementing TQM in Libyan public health&#13;
sector in the future.

This study aimed to identify the impact of administrative communication in&#13;
achieving the effectiveness of administrative decisions of school principals in&#13;
primary and secondary education in Al-Abyar municipality. The study adopts the&#13;
descriptive analytical approach as a method to achieve its desired goal, and uses the&#13;
questionnaire method as a tool for data collection, and uses the (SPSS) in data&#13;
analysis. The results of the study revealed, in general, that There is an effect of the&#13;
dimensions of administrative communication on the effectiveness of administrative&#13;

<summary type="text">A Relationship of Leadership Styles with Work Ethics in the Public Sector

This study aims to identify the practice levels of leadership styles (i.e.,&#13;
democratic, autocratic and free leadership) and how they affect the work ethics in the&#13;
public sector. Selecting the Public Education Bureau (PEB) in Benghazi and using&#13;
the case study approach, the questionnaire was distributed to 144 employees. The&#13;
descriptive analysis and quantitative method were implemented. The researcher(s)&#13;
found the employees of PEB have a noticeable middle level of leadership style and&#13;
high level of work ethics. The results show a high inverse correlation between the&#13;
democratic leadership style and the level of work ethics. However, the relationship&#13;
between adopting autocratic leadership style and the level of work ethics was&#13;
statistically insignificant. Some recommendations and implementations that&#13;
contribute to adopting the leadership styles improve the level of work ethics in&#13;
Benghazi education sector were presented
